Związek Miast Polskich przyjął Kartę Samorządności
Ma ona być sprzeciwem wobec szeroko zakrojonych zmian, jakie planuje wprowadzić na najniższym szczeblu władzy polski rząd. Najniższym, ale też najbliższym obywatelom, bo to samorządy decydują o inwestycjach w naszym sąsiedztwie, sprawują pieczę nad edukacją czy służbą zdrowia.
To do samorządu wreszcie kandydować ma prawo każdy obywatel – bez progów poparcia w skali kraju i bez przynależności do partii politycznych. Najwięcej kontrowersji budzi projekt ograniczenia kadencji wójtów, burmistrzów czy prezydentów do dwóch kadencji. Przed tym pomysłem ostrzega Grzegorz Gołuński, burmistrz Kartuz. Burmistrz Kartuz jest działaczem Związku Miast Polskich, który Kartę Samorządności rekomenduje teraz radnym w całym kraju. Jak czytamy w dokumencie, sygnatariusze karty „stanowczo sprzeciwiają się odbieraniu kompetencji gminom, powiatom i województwom i przekazywanie ich administracji centralnej”. Takie niebezpieczeństwo widzi burmistrz Redy Krzysztof Krzemiński, samorządowiec z 26 letnim doświadczeniem.
Kartę Samorządności napisano tak, by można było ją przyjąć jak uchwałę rady gminy, powiatu czy sejmiku województwa. Po uchwaleniu karty powinny być rozesłane do prezydenta, premiera, marszałków Sejmu i Senatu i przewodniczących klubów parlamentarnych.
