Rosną szanse na powstanie Obwodnicy Metropolitalnej Trójmiasta
Obwodnica Metropolitalna Trójmiasta będzie budowana w ramach partnerstwa publiczno – prywatnego. O wybraniu takiego modelu dla czterech dróg ekspresowych poinformowało Ministerstwo Inwestycji i Rozwoju.
Rosną więc szanse na budowę drogi, która z Chwaszczyna przez węzły w Miszewie i Żukowie ma prowadzić do Obwodnicy Trójmiasta i uzupełniać Trasę Kaszubską. Obwodnica Metropolitalna Trójmiasta wypadła z listy inwestycji priorytetowych gdy mieszkańcy Glincza, Żukowa i Kolbud zaskarżyli decyzję środowiskową, a sprawa utknęła w sądach. Wszystko wskazuje na to, że po ostatnim wyroku Wojewódzkiego Sądu Administracyjnego decyzja środowiskowa będzie uznana za ważną. Model partnerstwa publiczno – prywatnego zakłada, że partner prywatny zaprojektuje i wybuduje drogi, a następnie będzie utrzymywał je przez określony czas. W zmian strona publiczna zobowiąże się do wnoszenia cyklicznej opłaty za dostępność. Nie wiąże się to jednak z wprowadzeniem opłat dla kierowców aut osobowych – poinformowało Ministerstwo Inwestycji i Rozwoju. By jednak wdrożyć ten model potrzebna jest najpierw pozytywna opinia europejskiego urzędu statystycznego EUROSTAT – by zobowiązania strony publicznej nie były zaliczane do długu publicznego.
