Sprzedaż dopalaczy będzie karana tak samo jak sprzedaż narkotyków
Osoby sprzedające „dopalacze” będą podlegać takim samym karom jak handlarze narkotyków. Od wczoraj obowiązują przepisy, które mają ograniczyć wytwarzanie i wprowadzanie do obrotu środków zastępczych i nowych substancji psychoaktywnych.
Od początku roku do połowy maja dopalaczami zatruło się około 1200 osób – wynika z danych Głównego Urzędu Statystycznego. Nieprzewidywalny skład chemiczny substancji często prowadzi do zgonu. Niepokojące statystyki doprowadziły do zaostrzenia kar. Za posiadanie znacznych ilości dopalaczy grozi do trzech lat więzienia, a za handel nimi do lat 12. Po zmianach ustawy łatwiej będzie zaktualizować listę związków zakazanych, a w efekcie przyspieszyć delegalizację kolejnych dopalaczy. Zmieni się także samo ich definiowanie, tak by producenci groźnych substancji nie unikali odpowiedzialności karnej poprzez drobne zmiany składu i nową nazwę. Nowe przepisy wprowadzają obowiązek zgłaszania do Państwowej Inspekcji Sanitarnej przypadków zatrucia środkiem zastępczym lub nową substancją psychoaktywną. Ustawa zakłada także utworzenie rejestru zgonów i zatruć spowodowanych przez dopalacze. Osoby uzależnione od dopalaczy mają otrzymywać takie samo wsparcie jak te uzależnione od narkotyków – leczenie, rehabilitację i wsparcie psychologiczne. Toksykolodzy alarmują, że na nielegalnym rynku pojawiły się substancje o bardzo niebezpiecznym działaniu, powodujące m.in. przedłużające się objawy niewydolności oddechowej. Badania przeprowadzone wśród uczniów wskazują, że co dziesiąty nastolatek próbował dopalaczy. Ofiarami dopalaczy padają nie tylko osoby młode, ale coraz częściej również dorośli. Od stycznia do maja najwięcej zatruć odnotowano w województwie łódzkim, bo aż 321. Na Pomorzu 35.
