Przeprowadzili się z miasta na wieś bez ruszania się z domu – mieszkańcy siedmiu miejscowości w gminie Władysławowo. Z początkiem roku weszło w życie rozporządzenie Rady Ministrów zmieniające status samorządu z miasta na gminę miejsko – wiejską. Zgodnie z nim miastem jest teraz tylko Władysławowo, a Chałupy, Chłapowo, Rozewie, Tupadły, Jastrzębia Góra, Ostrowo i Karwia są teraz wsiami.
O administracyjne wyodrębnienie tych miejscowości wnioskowały władze Władysławowa. Powody były dwa – wyjaśnia zastępca burmistrza Władysławowa Wiesława Karczewska. Pierwszy i pilniejszy – wyniknął po kontroli przeprowadzonej przez Urząd Wojewódzki, gdy okazał o się że około 5 tys. osób jest zameldowanych pod niewłaściwym adresem. Mieszkańcy Tupadeł czy Chałup unikną kosztownej procedury, a gmina na zmianie statusu zamierza zyskać dodatkowe fundusze. Podstawówki w Karwi, Jastrzębiej Górze i Chłapowie są teraz na wsi i jako takie otrzymają większą subwencję oświatową. Gmina będzie też mogła sięgnąć po pieniądze z Programu Rozwoju Obszarów Wiejskich. Wzorem sąsiednich gmin – jak Krokowej, Pucka czy Gniewina, Władysławowo będzie też w swoich wsiach budować z PROW boiska, place zabaw i chodniki.
