Zniesienie obowiązku meldunkowego przesunięte o dwa lata
Zniesienie obowiązku meldunkowego przesunięte o dwa lata, ma obowiązywać od 2018 roku. Tak zakłada uchwalona przez Sejm nowelizacja ustawy o ewidencji ludności.
Celem nowelizacji jest zapewnienie dodatkowego czasu niezbędnego do wprowadzenia kompleksowych zmian w przepisach prawa, a także dostosowania systemów teleinformatycznych obsługujących rejestry państwowe oparte na obowiązku meldunkowym. Międzyresortowy zespół ds. przygotowania administracji rządowej do zniesienia obowiązku meldunkowego określił ponad 100 ustaw i rozporządzeń, które wymagałyby zmiany w przypadku zniesienia obowiązku meldunkowego. Jak informowało MSW, adres zamieszkania jest niezbędny do realizacji m.in.: organizacji wyborów, planowania obwodów szkolnych, realizacji powszechnego obowiązku obrony, określania funduszy sołeckich i subwencji dla gmin, kontroli legalności pobytu cudzoziemców. Ponadto obywatele – na potrzeby postępowań sądowych – pozyskują dane o adresie z rejestru PESEL.
Zakłada się, że wprowadzenie zmian w prawie i dostosowanie systemów teleinformatycznych ma być zakończone do końca 2017 roku, dlatego nowela przesunęła termin zniesienia obowiązku meldunkowego o dwa lata – do 1 stycznia 2018 roku.
