Halicki apeluje, by ponownie zająć się ustawą o mniejszościach
Prezydent z niezrozumiałych powodów zawetował ustawę ważną dla nielicznych mniejszości narodowych – ocenił szef Ministerstwa Administracji i Cyfryzacji Andrzej Halicki, apelując do PiS o współpracę w przywróceniu projektu ustawy.
– Decyzji Andrzeja Dudy broni pomorska posłanka Prawa i Sprawiedliwości Dorota Arciszewska-Mielewczyk.
Żeby zająć się wetem prezydenta, Sejm mijającej kadencji musiałby się zebrać na dodatkowym posiedzeniu. Zgodnie z zasadą dyskontynuacji prac parlamentarnych, jeśli postępowanie ustawodawcze nie zostanie doprowadzone do końca w kadencji Sejmu, to ulega zamknięciu. Oznacza to, że zawetowane we wtorek ustawy nie przechodzą na kolejną kadencję. Jedyną możliwością powrotu do prac nad ustawą jest wniesienie jej ponownie pod obrady przyszłego sejmu. W opinii ministra Halickiego prezydent stanął przeciwko słabszym i mniejszym. Tymczasem Prezydent wetując ustawę zakwestionował brak oszacowania skutków finansowych dla budżetów powiatów i gmin związanych z wprowadzeniem i używaniem na ich obszarach języka pomocniczego.
Według informacji Polskiej Agencji Prasowej, w praktyce nowelizacja ta dotyczyła tylko czterech powiatów: dwóch, w których drugim językiem jest kaszubski (powiaty pucki i kartuski), jednego litewskiego (powiat sejneński) i jednego białoruskiego (powiat hajnowski), na terenie których ponad 20 proc. mieszkańców posługuje się swoimi językami narodowymi i jest objętych ustawą o mniejszościach. Być może zatem, po dokonaniu realnych szacunków, byłaby szansa na zmianę obowiązującej w Polsce juz od ponad 10 lat ustawy. Do tematu będziemy powracali.
