W Agencji oceniają jednak, że większość zmian powinna się spodobać producentom rolnym. Wzięto pod uwagę ich zastrzeżenia choćby w procedurach wnioskowania o płatności. Każde ograniczenie niesie jakąś rekompensatę, na przykład w przypadku bydła – dla którego zmniejszono limit stada z 30 do 20 sztuk. Zmiany w przyznawaniu płatności dotyczą między innymi bydła, owiec, roślin wysokobiałkowych, malin i buraków cukrowych oraz gruntów.
