Prezydenckie veto ustawy o mniejszościach narodowych
Prezydent Andrzej Duda zawetował nowelizację ustawy o mniejszościach narodowych i etnicznych oraz o języku regionalnym. Jego wątpliwości wzbudziło oszacowanie skutków finansowych rozszerzenia na powiaty możliwości posługiwania się językami mniejszości narodowych i etnicznych oraz językiem regionalnym jako językami pomocniczymi – poinformowano na stronie internetowej prezydenckiej kancelarii.
Do tej pory językiem pomocniczym można się było posługiwać jedynie przed organami gminy. Zmiana miała umożliwić organom gminy i powiatu używanie dwujęzycznych dokumentów, a osoby należące do mniejszości miałyby możliwość zwracania się do organów gmin i powiatu w języku pomocniczym w formie pisemnej bądź ustnie i otrzymywania w nim odpowiedzi i zaświadczeń. Wątpliwości prezydenta Dudy budzi oszacowanie skutków finansowych tej zmiany dla budżetów powiatów i gmin.
W uzasadnieniu ustawy stwierdzono bowiem, że rozszerzenie na powiaty możliwości posługiwania się językami mniejszości narodowych i etnicznych oraz językiem regionalnym jako językami pomocniczymi będzie wydatkiem rzędu 10 tys. zł rocznie dla budżetu jednostki samorządu terytorialnego. „Szacunki te budzą poważne wątpliwości co do wyliczenia przedstawionej kwoty i nie obejmują innych nowych propozycji zawartych w ustawie nowelizującej’ – czytamy na stronie internetowej kancelarii prezydenta.
