Większe uczestnictwo rolników w grupach producenckich
Większe uczestnictwo rolników w grupach producenckich – to cel projektu noweli przyjętej we wtorek przez rząd.
W myśl propozycji przygotowanej przez resort rolnictwa Agencja Rynku Rolnego przejmie od marszałków województw nadzór nad działalnością grup producentów rolnych. W projekcie sprecyzowano też coroczny poziom produkcji oraz sprzedaży przez członków grupy producentów do grupy – będzie to nie mniej niż 80 proc. wielkości produkcji. Oznacza to, że maksymalnie 20 proc. produkcji członka grupy może zostać np. wprowadzone na rynek z pominięciem grupy producentów. Kolejną zmianą jest obowiązek dołączania planu biznesowego do wniosku o wydanie decyzji o uzyskanie statusu grupy producentów rolnych. Plan ten ma być opracowywany na co najmniej 5 lat i rozpisywany na formularzu opracowanym przez Agencję Rynku Rolnego i udostępnianym na stronie internetowej Agencji.
Plan biznesowy będzie podstawą do udzielenia wsparcia. Zdaniem autorów projektu zasadność podejmowania wspólnych działań uzasadniają zmiany zachodzące na rynku rolno-żywnościowym, bo uczestnictwo w grupach jest skutecznym sposobem na: dopasowanie produkcji do potrzeb odbiorców, korzystne zbycie produktów, obniżenie kosztów produkcji i osiągnięcie większych zysków.
